Vancouver Affordable Housing Endowment Fund (VAHEF) Governance and Operating Model Review

The City of Vancouver is establishing the Vancouver Affordable Housing Endowment Fund and engaged Complex Projects and ISC to evaluate the current state, as well as research options for the governance and operational models.

Relevant steps included:

  • Strategic Planning – Developing a strategic understanding of the requirements from the executive level. Create a multiple criteria assessment and options assessment for five potential governance and operational models that they City may wish to evolve to, considering global best practices, internal capacity, and efficiency.
  • Organizational Design – Examination of current and preferred future state for the departmental organization of housing services within the City of Vancouver. This included resource allocation, reporting and decision making, and dependency mapping.
  • Jurisdictional Assessments – comprehensive assessment of the governance and operational history, structures, and functions of 10 national and international housing jurisdictions.
  • Portfolio Assessment – High-level understanding of the current housing portfolio of over 200 properties. Determination of delivery streams by funding type, tenure, and operational structure.
  • Research – this was a research-intensive undertaking, ensuring data-driven decision making and well supported options and recommendations. A current state assessment was undertaken to identify and root-cause existing inefficiencies. This included extensive in-person interviews with key informants, bi-weekly Working Group meetings, and the incorporation of an external Stakeholder Engagement Panel.
  •  Housing Services Review of affordable housing services between two departments and new centralized housing portfolio activities
